Probably not a scam. Things take time for him to receive deliveries etc.
Most businesses wether self employed or coporate will tell you this and that, but they always have problems. I own a business and it can take a while for certain things to appear that I ordered. If he is a big supplier of chips then he will have no doubt larger reseller customer base, who purchase in the hundreds or thousands. EDIT: Seems his 360chip site is down or closed.
