Re-install the game, re-apply the patch, contact the publisher, in this order.

It means that the DLL has the wrong version of the API.
Seriously, the two parts of the game engine don't fit together because they're of different versions. (Not that this answer would help you much anyway... )

Just to make sure, is this the no-cd crack I should be using for v1.3? because it says win98...thanks (I am on xp)
Doom 3 / Doom 3: Resurrection of Evil v1.3 [ENGLISH] Win98 Fixed EXE There is also: Doom 3 v1.3 WINDOWS 98/ME FIX PATCH I think what I did was apply different cracks and it messed something up. So which one should I use for the clean install? Thanks alot

1) Download the no-CD patch and apply the Windows 98/ME fix onto it, OR 2) download the Windows 98/ME fixed no-CD patch right away.
