3 things.
1. do both of the white things have to move EXACTlY the same about of clicks, becuasei think i accedently moved one of them more then the other. and 2. when i start up my ps2, is the drive suppose to spin consistantly, or should it just do little clicks then start spinning fully. and 3. if it's not suppose to do the little turns, then start spinning fully, could that be my problem, and how would i go about fixing that ?

It should be EXACTLY.
It should spin constantly. The laser causes it to do as you describe, so doing what you did above is supposed to fix that. You may now have to go in and adjust the laser pots using a multimeter.

yeah. Then redo the process above, but just be careful to only move the same equal distance on both cogs
