That sucks. There was one difficulty when finding cheats for the English version: the Good and Evil campaigns used different memory addresses to store resource, power, and population counts. Problem 2: I couldn't change anything on the Mines of Moria (the first level in the Good campaign).
Here's a way to DEFINITELY test whether it's the keys or the memory addresses that are causing the malfunction: 1. Start the +3 trainer 2. Start the game 3. Play any level other than Mines of Moria 4. Switch out of the game so you can see the trainer (use Alt + Tab, the game will pause automatically) 5. Press any of the buttons for the cheat you want (you'll notice the text on the button changes to a number) 6. Go back to the game and see if there is a difference (resources at 20,000 or population at 20 or power at 40) If this doesn't work, then the French version uses different memory addresses than the English version. I recommend using TSearch or Cheat Engine to find which memory addresses your version of the game uses. These programs can be found in Gamecopyworld.
