Here is a little something that might help you out, it was something that TylerDurden sent to me a while back when I was trying to so something similar.

1. Extract all files to your pc. Ususally into a folder like C:\Game

2. Use ISO Buster to get a file list.

3. Open CD/DVD Generator and drag all game files into there (only game
files, no file list or any other files).

4. Create a .ccz of the game.

5. Open CDDVDHelper. Put in .ccz and file list in there and do
an automatic sort. Be sure to put the end result in your C:\Game folder.

6. Open your .ccz and export your .iml .ims

7. Use iml2iso to make your iso.

The ISO that you get from CD-DVD gen asuming that you used iml2iso, the
ISO comes out as a Mode 1 2048 which is not correct for Playstations to
load. Use CDmage to convert it to a Mode 2 2352 bin and cue. You can
load the bin in diskjuggler and set the task as Mode 2 2352 then burn.
