Essentially CloneCD is the program to make 1:1 copies that don't need patching. Try and avoid patching, it's time consuming and doesn't always work. Modern PAL TVs are multi-system and will happily display NTSC games straight out the back of the PS2. Otherwise, for the one TV I have that isn't multi-system, I have an NTSC-PAL convertor bought from Maplins. As you didn't mention your modchip, we are in the dark as to how to advise you further.
