Globe Convertor

I want to know about the Globe converter, and what is that format actually?
#Recently went into a compressed game which uses the .globe file and the converter, It kinda seems like a CMD utility using precomp+srep+rar+arc and others, so wanted to know more about it, and pretty easy to make one using batch files also, but still want to know the details and about the compression and conversion.
