mmm... hard to guess, and if its not a standard format even if you knew how they encoded it and you were able to downsample it, the original BIN might not work with the downsampled file because frequency/rate is hardcoded....

maybe its just a big .RAW file.... and the program points to specific points inside the file to load the music
