Not necessarily, no.
If you check the board in other places, you will find some places do read 000 and beep (well, on both my multimeters it does). If the pins look to be connected, then you may have a case. If the pins look to have been soldered to in the past you may also have a problem here, but it is very, very rare that this cable has to be tampered with at all. I'm starting to think your problems lie else where...
