Burning software for Windows PE

I am in the process of developing a CD that boots the windows pre installation edition on any pc. Basically it is a fully funcional stripped down 32bit XP kernel with loads of nice features bar CD recording software, that boots from the CD, no hard drive needed

Does anyone know of any burning software that will work under Windows PE, basically what I need is something that installs but does not use the registry.
