US NTSC PS3 Playing UK PAL Games

I have been having problems when trying to play certain UK PAL games on my US NTSC PS3, games like COD 3 will not play and I get the error message simular to "You cannot play this game at your current video output settings".

Until now I have had problems but have found a way I can play them. What confuses me is that users state that the US NTSC machine only supports NTSC games but if that was the case why does the solution I found work and why can't I play them just by inserting the disc?

To play UK PAL games which are locked use the method below, you will need the game F1: Championship edition.

1. Goto multiplayer menu
2. Select Exit to main menu
3. At the confirmation popup to exit main menu, swap your disc with the locked game.
4. Confirm the popup to exit to main menu
5. Your locked PAL game will work, enjoy

Why don't Sony make it possible just to be able to play UK PAL games rather then doing the above?
