There ARE games that get released in English days or even months before their translated versions.
So it is not always meant in the way 'I downloaded the wrong version, I'm too stupid to get the German warez version' ; there also are people who bought or even imported the English one and would like to enjoy it in their mother tongue... I bought Quake 4 in English (not only since it came earlier but also because of several restrictions [no blood, ...]). And I think many people would not buy the game twice because they didnt know it would be released in German some months later
