You haven't told us exactly which no-CD patch or blood fix you're trying to use. Anyway, I've downloaded both "SoF 2 v1.03 (Gold Edition) No-CD/Blood/Fixed EXE" patches, by Darknezz and Death. One of them has an info file (read it!).
Both contain a new SoF2.exe only, which you have to copy to the game installation directory, overwriting the original executable (make a backup beforehands!).
