They can, but you have to update the firmware.

thats only if I someone were to replace the xbox dvd-rom with a pc one. Incase it broke or somehting. Maybe in the furture they can get it to work in a PC, but as of now it's not possible.
And the reason is because the games are burned in a different format.

~WoMeNlOvEr ... so far ive moddded xboxes with: 2 Matrixes 3 Xbits My xbox!: -250 gig -XBIT -4981.06 x2 -orange led for light, matching beautifully with the orange x in the splash screen -Component cable my problem...solved?!: -one of my friends says he can get about 450 files off it!... and now i havent seen him for about 4 months..and ive written him like 11 emails.. yah, i kinda doubt a PC wll recognize the dvd-roms firmware, probably won't even know it's plugged in.
