They can, but you have to update the firmware.
Quall would know more about it than I would. I saw him say some thing about it on a post.

thats only if I someone were to replace the xbox dvd-rom with a pc one. Incase it broke or somehting. Maybe in the furture they can get it to work in a PC, but as of now it's not possible.

And the reason is because the games are burned in a different format.

sorry but just putting a xbox dvd drive into a pc would not work, exactley why i'm not certain.
but i know it definatley will not work.

maybe something to do with the eeprom?

yah, i kinda doubt a PC wll recognize the dvd-roms firmware, probably won't even know it's plugged in.
