Now if the reinstall of windows didnt work (It HAS to be a fresh install and not a over the top of a previous install) then you may have to look at the motherboard causing problems with the IRQ used for the mouse.

Yea DABhand is right about both unplugging the PS2 mouse while the power is on and about a fresh install of windows....Unplugging a PS2 mouse or keyboard while the computer is on can result in not only frying your PS2 port but it can also fry the entire motherboard...Best of Luck!!!
