Well you shouldnt have to disable the chip to boot DVD's. You can simply put it in PSX mode by holding reset from standby until you see the blue eject light come on and some time you might need to hold it just a bit longer. To disable the chip you would do like you said already but your holding reset just a bit to long. The millisecond you see the blue clouds come on release the reset button or the PS2 will go to standby as you described. Or some times you can release reset the split second before the clouds and it will disable as well.
