i installed IC v3100 on windows 10 x64 but it not starting

I tried both versions under windows 10 x64 it gives me the below error even when I try to run it in windows 7 compatibility mode.

Apostrophe problem, put 2 apostrophes instead of one in places like Application name

For example Assassin's Creed, it should be Assassin''s Creed

( make sure to use the SINGLE ' twice > pakrat2k2 )

WHY !!!!!
In required size only 64GB not larger
