NTSC to PAL cant find files

right guys got fifa2002 in ntsc format but have a pal playstation so ive read idiots guide to patching and know sort of how to do it but i cant find MakePPF.exe and PPFDiz.exe

now here's what it says

in the folder named patch you will need the following items;

1.bin the original bin file
2.bin the now modified bin file
Gamester.exe to change the licence info
MakePPF.exe to make the PPF
PPFDiz.exe to add the description
File_id.diz a description file for adding to the PPF

now i go to the download sectionand i cant find anything going with that name!!?
can someone help or has someone got an easier way of doing this or have you patch fifa2002 b4 and can give tips thanks for your time

go to this page a get the two patches for fifa2002 and apply them both, ####://www.megagames.com/psx/psx_patches_f.shtml
For the tools to apply them, goto ####://www.megagames.com/psx/psx_patches.shtml and get ppf-o-matic for .ppf files and pal4u patcher for pal4u files.

I have the same problem that five, but i want to do it with final fantasy ix from ntsc to pal. So you can use cdrwin right? but when i instal it in my pc and try to extract it says "no supported CDROM reader was found on the system" but i have already burned a few cd games. what can i do?

in final fantasy ix patches what are the ones that i should use?
