This forum has been quiet for a while, but I wanted to post what I did to resolve this problem...but first, a short rant.
This only happens because EA sells crapware. I have yet to play an EA title that didn't have some MAJOR, "What the Hell were they thinking" kind of problem. This isn't the first EA game with this kind of problem.

Okay, whoever posted above that the common misconception is that there is a problem with the CDs is correct. I have had problems like this before and have only seen a bad CD once...and it was very obvious the CD was defective.
The PC I was trying to install this on had no Daemon tools, Clone CD, Alcohol 120%, or any drive emulators...brand new out of the box PC with XP Home SP2. Every time I switched CDs, the install would hang on lotrsec2.big, lotrsec3.big, and lotrsec4.big. What I ended up doing is copying those files that the install was hanging on to the installation directory...in my case C:\Program Files\EA Games\Battle for Middle Earth. After I did that, the install ran like a champ (albeit a slow champ).
Hope this helps someone fix this stupid problem.
