Well,,,
Video Part
At first convert the .bik file to mp4..
Then use handbrake.
Convert with xvid codec and then again bink it.
Language part
As we already know gta game is easy to mod. Then He may have opened the game folder and ripped some language and also you can crate dummies of the other language. Some game backup companies like corepack and dz team did it to 30gb. :P
So try to rip some language.
Audio Part
Then you can open game content and convert audioes to 96kbps bitrate

Note: AS for GTA 4 some russian people ripped all game file and done modification in texture as a result the game was 8gb from 15gb :0 Then they used precomp+srep+rep+lzma and it worked fine but the game used to lag a lot and used to consume much resource

you guys and your methods of making lossy conversions, really doesn't add up, I thought that games were there to enjoy but all I see is a competition of who has made the smallest size, how do you enjoy the game when you have taken all the quality? just use traditional compression methods to reduce game size.

Its a 60GB+ game, you expect to get it to 20GB+ NOT LIKELY, like razor said use traditional methods to compress it. You'll end up with manageable number of DVDs.

Who wants to take 3-4 hours to install game because you managed to compress it down
to smallest it possibly can. Rather burn a few more DVD's & be able to install in under 1 hour, then take 3-4 hours because it takes so long to uncompress it.

Well for country like ours, It's not possible to buy a lot of DVD's as the price of game is high and also blank dvd's. As we all have slow internet,. We try to compress as low as possible.

And if you Import Blank DVDs via Internet?
Here in Europe (ex. Germany) it's really cheap. For 10xDVD9 (8,5GB) I pay 10€, from the Label "Intenso".

#####EDIT#####

If anyone find out what's the Multiplayer files, and don't really need them (RIP) maby the Game could be near to 12 GB small.

Well Inge thats BDT 425.83 to us. And That's also a lot... I pay about BDT 5 for a low quality dvd5 and for a moderate quality o pay BDT 9 .. Note: Both qualities are from YDD> and dvd9 is not available in our country..

I dusted out my original copy of GTA IV, I installed it, 14.9 GB, I used compressor v2.2 and got 9.34GB as a result, didn't open rpf or resample bik files, if did all that making the game lossy, I could make the game 5gb, I just didn't see the point of it, but I realised that I have wasted 6 hours of my valuable time compressing this game.
