i got special plans for it, and of course you cant use this converter to make conversion for mass effect 3

Fix what? If you mean the weird, non-Cyrillic characters, then those seem to be encoded in UTF-8.

use unicode version of inno if not, use ansi instead.

no, freearc + auto-converter, but I use Inno Setup Unicode Version 5.4.3
