Utopia/boot disc questions--HELP!

PLEASE answer...

1. Do I need to make the Utopia boot disc self-bootable or is it already like that when I burn it?

2. Which cd burner program is the best for burning the boot disc?

3. What's better, the Utopia disc or Action Replay? Are these as good as the DC-X or GameShark CDX for playing imports?
