does the bootdisk play imports on a ntsc dreamcast?

Hi i have a jap dreamcast and I want to know if the dreamcast bootdisk can boot pal games on a ntsc dreamcast?? The bootdisk boots up fine but when i put the pal game in, the tv goes black and then nothing happens, the game still keeps spinning but doesn't load up! umm has anyone else had this problem???
