OT : MGS2 (Need Help to trobleshoot)

how can i create a registry entry so that i can configure MGS2?
The MGS2config runs but after I change some options the game remains the same. I.e if i want to change buttons or resolution, after I change them using MGS2config, when i run the game everything is in default mode. How can I troubleshoot this problem. And also from MGS2Config the run button don't work.
