Question Neo 4, bad but how bad?

I'm new to the PS2 chip scene so I've been hearing alot of talk of the Messiah and the upcoming release of the Messiah LE.

However, when I looked at this Canadian Chip seller they sell the Neo 4 and Neo 4 Plus. I hear they're bad but why? And how bad is bad? If your system is compatible is this comparible to the Messiah?

I dug this up from a FAQ somewhere:

Is the chip above the Neo4.1? It says that only 9 wires are required to be soldered, but the FAQ says 44.

Any information would be helpful.
