hmm.. a bit hard to describe.

imagine a pipe that shoots water every second with a high force against a stone. it will eventually damage the stone.

now imagine that water shooting at high force into a large steel pot (the cap), and then flowing from the pot through a hole onto the stone instead.

it will still eventually wear down the stone, but by far not as fast as if it came with full force.

it does NOT drop the voltage, however. a resistor after the cap (of 150-270 ohm) will lower the voltage and slow down the laser damage even more, tho.
