...or you can learn how to RIP the game using a serial-slave cable attaching your Dreamcast to your PC via serial cable, then learn how to downsample the audio/video files, remove unnecessary files such as foreign language files, etc., and then figure out how to burn the resulting collection of files to a bootable CD-R disc...

It can be done, but it's a lot of work, and unless you have a Broadband adapter (which are "scarce as hens' teeth", and expensive as well), you'll have to wait at least overnight for your computer and Dreamcast to rip just one game. That is, unless your Dreamcast or PC lock up during the rip, after
which you have useless files that you'll have to delete and start all over again.
