1) you can use any ip.bin since it contains only a few information (name of 1st read file, areas, label, ...). The only thing you have to check is that the 1st read file is the right one and that "use S**A OS" is checked (use ipbin4win).
2) AFS, ADX and M1V files don't matter (they're only sound and video files), but I don't know what PRS files are...
3) I think your problem comes from maigo.bin, 2_dp.bin and sg_dpldr.bin files since I don't have them on my CD. I think they are files for internet (not sure). The one and only file I have in the root directory is 1ST_READ.BIN. Maybe you should try to burn Sonic 2 with only my 1st_read.bin in the root and all the other files in \Sonic2. I send you my PRS files (those that are different from mine).
