you are forgetting alot of things.
the ps2 is a 300 MHz custom processor. CUSTOM. no way to simply "translate" instructions. the PS2 is a 128 bit system, while a PC is only 32. the PS2's hardware consists of mostly undocumented, custom chips. you usually need a 3-5x more powerful PC to emulate a system. "power" is NOT expressed by mhz/ghz numbers.
