Sounds like a laser calibration problem, depending on what DVDR your'e using. The only ones Id use are Verbatim,Apple or TDK,the laser in my ps2 struggles to play anything else.I wouldnt recommend messing with the laser pots as its easy to knacker your ps2 altogether (plenty of peoply have)

You can alway try to alter the height adjustment screw of the lens(pretty easy to do and you definitely wont break anything permanently).Just take the top case off your ps2 & remove the 4 screws on the cd drive housing, the adjustor screw is the small black screw to the left of the laser eye.A minute adjustment (1/16 or 1/8 th of a turn) either way might help.I did this on mine & it now boots some DVDr backups that wouldnt work or kept crashing before.

Cheers.
