Try CD-R's with a WHITE PRINTABLE surface, such as Verbatim DataLife Plus or CD-R's with a MATTE TOP such as Kodak Gold Ultima or Kodak Ultima. If you can get your hand on TDKs Made in Japan or USA with WHITE PRINTABLE tops, then they'd be good for what you need them for. Other good choices include the new 24x Ricoh Gold CD-R and CD-R's with thick reflective layers such as Pioneer CDM-J74's. The reinforced tops of the CD's will reduce scratching.
