Gilbert, I am having the same problem as you.
My WarCommander will not work either. I have tried the No CD file for the German game but it will not work. The intro will start but after the intro I get a black screen with moving arrow (cursor) only. Game will not start. I am not much help to you, but if I find any info I will let you know.
