Civ3 v1.16f fixed exe needed

Same thing with me,..Civ3 will no longer run at all.
Although I think it has something to do with Playbackupv2.1
I unenstalled everything, and just reinstalled civ3,..Still will not work,....ANy suggestions short of doing a whole HD wipe and starting with a clean drive?......
