Setup.bin is created with CIU Tools (which is not public) to protect the setup source. It contains images, music files and such and is encrypted.

Setup.bin was created in some eralier conversions too (back in 2015 - 2017) when CIU 2.0.4 was a thing.

PS: It is also possible that the file was created with current CIU source without any protection. Forgot about it
