The german instructions says:
To play PRORALLY2001 with joystick/gamepad start a race one time with keys as controller. After the countdown break to mainmenu, change controller to joystick/gamepad and start the race again.
Now you can play PRORALLY2001 with joystick/gamepad without crashing down to desktop.
