The issue is quickly explained:
You have the steam version, the conversion is for Uplay version!
Anyway, you are still able to do conversion following these steps:
1) Remove
_CommonRedist folder from game's installation folder.
2) Delete & re-create Data5.bin archive file.
3) Download & extract the content of this
file to
AC4_3xDVD5_2xDVD5\AC4\Disk1 folder
