Open WindowsPhone.iss and edit like this:

[Redists]
;Redist Caption|Exec Directory + File|Arguments
Redist1=Direct X 9.0c|DirectX\DXSetup.exe|/silent
Redist2=Microsoft Visual C++ 2013 x86|_CommonRedist\vcredist\2013\vcredist_x86.exe|quiet /norestart
