ok so it could be a bad burn....
Do you have a friend with a PSX which is internaly moded? if so then see if they boot in there. I dont know a great deal about the PSX-X-Change CD but i think that might be the cause of your problems! I'd recommend that you get an internal mod chip installed and work from there.
