For below thing, i used precomp also.

[Settings]
Precomp=0.38 not needed unless you used precomp to make your bin file

I used below code for compression :
arc a -lc8 -ep1 -ed -r -w.\ Data\TEST.bin -mprecomp+srep+lzma:a1:mfbt4:d256m:fb128:mc1000:lc8 "C:\*"

So now tell according to this

Am i have to write "test.bin" in place of "Data1.arc" ?
