game is like "vertical hold" let loose?

A couple times now, a burn will boot fine except for one little problem, it looks like the vertical hold has let loose on the tv. I can tell that the game is running fine otherwise. What would be causing this problem and how would I fix it? I've got a NTSC PS2 with a NEO4 chip installed.

Never mind, I figured it out. It was a PAL image, so I just converted it and it works fine.

What conversion program did you use? I have tried with no success.
