?? Could you elaborate on that a bit? I'm brand new to the ps2 copy scene so I'm not 100% sure what you mean by that.
ANSWER: Standby mode isn't always useful in booting scenarios when a modchip is installed. If a backup game won't boot, turning the PS2 off for 5 seconds and doing a cold reboot often solves that hitch.

well... I chipped it. If I had a good way of figuring out what I did wrong, I probably could fix it, but I wonder if it's really worth the hassle of taking the PS2 apart again and hunting the problem down with a scope.
ANSWER: Hadn't thought of that! What I meant was that a PS2 repair centre would diagnose the fault. The NEO4 is a daunting chip to install so power to your elbow for trying - but there is a clear degree of probability that something has gone wrong just on the number of solder points involved.
You have asked a fair question but on the balance of probability with the NEO4's installation complexity, I believe that collateral damage has occurred.
