My PS2 is NTSC with modchip; many of my games are PAL; my TV is PAL. To play NTSC games in colour (I don't have the jumping problem), I use an NTSC-PAL convertor between the PS2 and the TV. I remove the convertor when playing PAL games.
If your TV is NTSC (is it?) I'd say you need a PAL-NTSC convertor to see PAL games properly. I can only speak for my PS2, but it puts out what it sees on the CD/DVD. The software patch solutions I have tried don't work, though others on the forum report success. Hence the conversion hardware. |

My TV has a ntsc/pal switch. See if yours does. all my pal games work after i switched my tv to pal. if you don't have a switch then just buy a pal converter from radio shack.

Nails, based on my observation of the Jap NTSC PS2 I have (living in a PAL country), the PS2 puts out what it sees on the CD/DVD. So, in your case, an NTSC PS2 game will come out through the cables as NTSC and straight into your TV. If you have a PAL game (amd presuming that you have chipped your PS2 to accept import backups), then one fairly certain method of being able to view the PAL game (50 Hz) properly on your 60Hz NTSC TV is to insert a PAL-NTSC convertor between the PS2 and the TV. Of course my advice is guarded by no experience of the US/Canada PS2 model and what they may have done to the output section.
