look to [Language] section IE:

[Languages]
Name: eng; MessagesFile: Languages\English.isl; LicenseFile:"Readme_US.txt"
Name: ger; MessagesFile: Languages\German.isl; LicenseFile:"Readme_DE.txt"

etc

make sure the eula text files are with ISS scripts ( same folder )
