I have a problem. I do not understand which files to compress in Data1.cab.

I compress:
Miles (folder) and all other files:
binkw32.dll
installscript.vdf
iw5mp_server.exe
iw5sp.exe
language.txt
localization.txt
logo.bmp
mss32.dll
splash
steam_api.dll
SteamAPIUpdater.dll
steamclient.dll
tier0_s.dll
UpdateDLLWrapper.dll
vstdlib_s.dll

But my final file, Data1.cab = 16.2MB and not 23.4MB.
The others are Data.cabs with the same size as yours.
Install and uninstall work perfectly, but the game does not run. Please, what should I compress files in Data1.cab? Than

You should add your players2 folder, without the save game files, also in data1.cab. The game won`t run without it. Worked for me
