Thanks for the info Tippex i called valve and steam and they said it part of the problem was my chipset and they said the other part couldve been the update but they recommended me to get a new graphics card to sort out the problem...

Im Going to buy a new graphics card today a NVIDIA Geforce 9500GT 1GB
 , and 650w power supply im hoping then i will be able to play all my mods and games on steam ...
