Caesar 4 and other games:Running image files straight off a DVD disc?

Perhaps you had a setting elsewhere set in Alcohol or Daemon that is different from now, or you had another program installed that fooled the CP. Just try to remember what you did before and try to recreate from that.

Also do try this, change the rom drives placements, i.e. virtual first in chain then your real drive last.
