First of all, upgrade the drive's firmware and both Alcohol and Nero to the very latest version.

If the dvd-writer (the firmware) don't recognize the media code of the inserted dvd-r/+r, then it burns only at lower speed.
If a firmware-update exists, then it's possible that the dvd-writer knows recognize more dvd-r/+r.
