i also cannot get the newest patch working. if i replace the old .exe file of fifa it still says that old file not found ..... (blablabla)
I remember i had this same problem also with the 1st patch of fifa07. then a new crack came and fixed everything. Does anybody know if this crack is coming again this time or not ????? And does somebody here has played fifa07 with the newest patch (feb 07)

If you can't apply the official patch then you either don't have the original executable (only the cracked one) in the game's directory or you have the wrong version/language/whatever. Re-install the game and try again. (And read forum rules #1 and #3.)
