I never could find that 1.3 patch either when I had the game installed. I'm starting to think maybe was and unofficial patch or a leaked release

Ok, I am correct when I say the Official Mafia Site does have the v1.3 update mislabelled.
The 'English patch - v1.2' on the Download page is infact the v1.3 update. Use the link above, then go to Downloads, then Patches.
